
NTT Com will begin charging users a universal service fee from February 2007 in support of the purpose of the Universal Service Fund System.
The Universal Service Fund System is a legal scheme within the Telecommunications Business Law. The scheme requires telecommunications carriers, including NTT Com, to fairly share costs incurred by NTT East and NTT West and to provide universal services, which are defined by the Telecommunications Business Law as "telecommunications services provided at any location in Japan."
Starting dates for assessment of the fee will vary by service, but the fee itself has been set at 6.3 yen per phone number, per month (including tax) up to December 2008. It will be revised every six months thereafter.
