| TOKYO, JAPAN — NTT Communications Corporation (NTT Com) and 13 Asian telecom companies offering NTT Com's Arcstar global network services ("Arcstar Partners") renewed their commitment to boosting service quality for increased customer satisfaction during the fourth annual Arcstar Asian Carrier Forum, which was held in Tokyo from November 22 to 25 (please see attached list of Arcstar Partners). NTT Com and the Arcstar Partners will continue implementing measures such as the following to boost service quality: • Assure 99.9% availability for end-to-end access lines and other networks. • Use a standardized system for categorizing and reporting network failures to facilitate prompt, appropriate service to the customer. • Improve the success ratio of identifying reasons for network failures. • Periodically check for, and deal with, redundancies in customer networks. • Inform the customer one month prior to any network construction. • Hold regular meetings with Arcstar partners to review the quality of whole local region The conference, which was first held in 2000, gathers the Arcstar Partners to review their services under a cyclical Plan-Do-Check-Action program. Both Japanese and foreign customers of these companies highly evaluate the beneficial effects of the program. India international telecom carrier VSNL and Vietnam international telecom carrier Vietnam Telecom International joined the forum for the first time this year. Ford Motor Company, an NTT Com customer, attended the forum as a special guest to deliver a presentation on the expectations of multinational companies toward telecom carriers, particularly in regard to the need to maintain the same level of service quality across different geographic regions as global services reach deeper into markets throughout the world.
