Asian telecom carriers agree to boost service quality
during Arcstar Asian Carrier Forum 2003


TOKYO, JAPAN-NTT Communications Corporation (NTT Com) and 14 Asian telecom companies that offer NTT Com's Arcstar-brand global network services ("Arcstar Partners") jointly agreed to implement a series of measures to boost service quality for increased customer satisfaction. The agreement was reached during the third Arcstar Asian Carrier Forum, which was held in Tokyo from December 3 to 5 (please see the attachment for a list of Arcstar Partners).

The measures are as follows:

1. NTT Com and the Arcstar Partners will adopt quantifiable figures to set targets for managing service quality.

2. NTT Com and the Arcstar Partners will hold discussions every three months regarding network availability and service quality. They will also periodically monitor the partners' business methods, such as network construction and follow-up customer service in the case of network failures.

3. Local Arcstar partners are required to inform NTT Com prior to any network construction, so that NTT Com may announce the outage to their customers two weeks in advance.

4. NTT Com and the Arcstar Partners will hold the Arcstar Asian Carrier Forum 2004 next year to review the measures carried out in 2003.

The conference, held since 2000, is a unique gathering of telecom partners that is aimed at customer satisfaction.
